Hale Kipa’s Foster Home Development Program recruits, trains and licenses foster homes and provides ongoing support for foster parents. Public service announcements and other communications attract interested and qualified families that train to become foster homes with Hale Kipa’s Foster Home program.

For each applicant, a Foster Home Development Specialist provides continuity of support, from the initial screening though home study, pre-service training and fulfillment of licensing requirements. In addition, the Specialist is available to counsel and support foster parents throughout their participation in the Program.

Once accepted and licensed, Hale Kipa foster families choose to provide emergency foster care, be a part of one of our skill-building programs, or provide a therapeutic foster home environment for youth in need of temporary out-of-home placement.

SERVICES

Initial screening
Licensing requirements, including home study
Pre-service training
Monthly training and support groups
Ongoing availability and support as needed

ADMISSION CRITERIA

Home must meet licensing requirements
Family members must pass criminal background check
Family members must pass Child Abuse and Neglect check
Foster parents must attend and pass pre-service training
Foster parents must have a clean traffic abstract

FOSTER FAMILY RESPONSIBILITIES

Provide a safe, nurturing home environment
Attend pre-service and ongoing trainings and support groups
Participate in weekly supervision
Be a part of youth’s treatment team
Understand and abide by licensing and agency requirements and policies

TERMINATION CRITERIA

Home and/or family configuration no longer meets licensing requirements
Foster parents can no longer clear criminal background or Child Abuse and Neglect checks
Foster parents no longer have a clean traffic abstract
Substantiated safety concerns in the home
Breach of confidentiality
