The Independent Living Program Training Apartment (ILPTA) provides residential programming for up to four young men. The program uses an individualized and experiential approach in working with youth to achieve successful transition into adulthood.
The program provides an opportunity for young men to live in an environment designed to simulate interdependent living, while assisting them to develop a productive attitude of independence, strengthen their inner resources, demonstrate life management skills, and develop responsible decision making skills and competencies in independent living.
Time spent in the ILPTA prepares youth to engage in positive relationships and to pursue further education or success in a career. Specific skills that are taught and encouraged include time and money management, employment/vocation, education, social and personal skills, household management, health and leisure, legal and consumer skills, and making the most of community resources.

POPULATION
Youth 17-19 years of age Youth transitioning out of the Hawaii Youth Correctional Facility Youth who have been in foster care or other out-of-home placements, who voluntarily agree to placement
ADMISSION CRITERIA
Presently in or requiring out-of-home placement Identifies independent living as a goal Must not have significant chronic drug/alcohol abuse, violent behavior, or be in psychiatric crisis Able to live in the community with minimal supervision Has ability to manage day-to-day living and self-care skills Has ability and motivation to complete employment component of program Willing and able to participate in all program activities
YOUTH RESPONSIBILITIES
Obtain and maintain employment Participate in the development of an individualized Service Plan Develop personal goals Educational component Participate in program activities Make progress toward skills and personal goal attainment Pay monthly program fees Purchase own groceries and cook own meals
DISCHARGE CRITERIA
Youth achieves goals/program Youth runs away or terminates services Youth ages out or is otherwise ineligible for services Placement agency removes youth from the program Youth is discharged due to serious rule violations Youth needs a higher level of care
