Butch and Remy have participated in Hale Kipa’s Transitional Family Homes Program for over 10 years, caring for over 60 total youth from their home on O‘ahu.

Eric and Angela Hurd have been foster parents for 25 years in Hawaii. They have since fostered more than 200 youth ranging  from infancy to 18 years old.

Foster Parenting FAQs

Foster parents can be single or married, with or without children, and may rent or own their homes. What matters most is your ability to advocate for and nurture youth. All foster parents must meet standard qualifications, complete training, and undergo screening and certification.

We offer several options based on your availability and the needs of the youth:

  • Full-time foster homes: Up to 9 months
  • Short-term foster care: One night to two weeks
  • Kamala Homes: Short-term emergency care

Youth in the Therapeutic Foster Care program are between the ages of 3 and 17.

All foster parents receive:

  • 36 hours of initial training (including CPR, first aid, Hale Kipa policies, and program overview)
  • Ongoing training and 24-hour support
  • Training based on the nationally recognized Pressley Ridge Treatment Foster Care (TFC) model, which includes skills like communication, discipline, behavioral strategies, and relationship building

Training is scheduled around your availability, and most parents are certified in under three months.

 Foster families receive:

  • 24/7 on-call support from Hale Kipa staff
  • Monthly individual and group support
  • A dedicated staff member for guidance
  • Therapeutic and support services for youth
  • Respite care options for up to two weeks
  • A generous, tax-free monthly stipend to cover expenses
  • Medical and dental insurance for all foster youth

 

 Hale Kipa carefully matches each youth with a foster family. Before any placement, youth and potential foster parents meet to ensure the home is a good fit.

The length of stay is determined by the youth’s individualized treatment plan.

This program supports youth with emotional and behavioral needs in a family setting until they can:

  • Reunite with their family
  • Be adopted
  • Transition to independent living
