Prevention & Outreach Services

We provide early intervention, diversion, and support for youth, young adults, and families facing complex challenges.

Whether experiencing homelessness, aging out of foster care, or navigating the justice system, these programs meet youth where they are—offering safety, stability, and pathways to self-sufficiency.

Youth Outreach (YO!)

YO! provides street outreach, drop-in services, and case management for unsheltered youth and young adults up to age 22 in Waikīkī, connecting them to health services and support for stability.

Service Features:

  • Meals, showers, clothing, laundry
  • Case management and counseling referrals
  • Education and employment support
  • Safety workshops and life skills training

Safe Place

Safe Place offers immediate help and safety for youth in crisis through Hale Kipa’s locations across Hawai‘i, part of a national network of over 22,000 Safe Place sites.

Service Features:

  • Available to youth 17 and under
  • 24/7 access to safe locations
  • Immediate crisis support

Step-Up Housing Program & FYI (Foster Youth to Independence)

Provides Housing Choice Vouchers for young adults aging out of foster care to secure affordable, safe housing while receiving support toward self-sufficiency.

Service Features:

  • Ages 18-24 (up to 25 for FYI)
  • Housing assistance up to 36 months
  • Case management and resource support
  • 24/7 staff access

 

Imua Kākou (IK)

A voluntary program extending foster care services to young adults until age 21, offering case management, financial support, and health coverage.

Service Features:

  • Ages 18 to 21
  • Monthly living payments
  • Medical and dental coverage
  • Case management and resource referrals

 

Independent Living Programs (ILP)

Provides outreach and residential support to help foster youth build independent living skills, prepare for adulthood, and connect with resources.

Service Features:

  • Youth ages 12-27
  • Skill-building, financial literacy, career readiness
  • Housing support and caregiver support
  • Group and individual services

Ho‘okala Attendant Care Program

A 24-hour diversion program ensuring youth ages 10-17 are not placed in police lock-ups, connecting them to safe spaces and services.

 

Service Features:

  • For status offenders and non-violent law violators
  • Police call 808.754.9858 for immediate response
  • 1-hour response at Hale Kipa Attendant Care Office

Kalihi Juvenile Assessment Center (KJAC)

A diversion and healing program for youth in Kalihi cited for status offenses or first-time misdemeanors, offering assessments and connections to resources to avoid Family Court.

Service Features:

  • Youth 17 and under, HPD District 5
  • Assessment and individualized case management
  • Connection to community resources
  • Follow-up support

Community-Based Outreach & Advocacy Programs (CBOA)

Provides outreach, case management, and advocacy for youth ages 10-21 and their families to reduce justice involvement and build community connections.

Service Features:

  • Up to 18 months of support
  • Individualized service plans
  • Education, employment, and family support
  • 24/7 accessibility

Ka‘i Like Program

Partners with Family Court to help justice-involved youth meet probation goals, stay arrest-free, and build competencies for success.

Service Features:

  • Individualized plans and support
  • Family support and advocacy
  • Education and life skills development
  • 24/7 staff support

 

Transition & Aftercare Support Services (TASS)

Supports youth transitioning from Hawai‘i Youth Correctional Facility by helping them and their families build support networks and community connections.

Service Features:

  • Youth ages 12-20
  • Community Advocates assigned to each family
  • Weekly advocacy services
  • Wraparound support available

 

Wraparound Services

A family-driven team process that helps youth and families involved in the justice system live safely and productively, creating an individualized Plan of Care.

Service Features:

  • Youth ages 12-21
  • Team-based, strengths-focused approach
  • Comprehensive planning and support
  • Advocacy and system navigation
