What We Do

Originally established as a shelter for girls facing crisis and instability, Hale Kipa has grown into a statewide network of services and programs across four islands—offering outreach, housing, counseling, foster care, and more.​

Since 1970, Hale Kipa has stood as a lifeline for Hawai’is youth.

Hale Kipa is a fully accredited 501(c)(3) nonprofit serving youth and families in Hawai‘i. Our work is done in partnership with both public agencies and private organizations. We offer a full range of services to ensure every child’s need is met.

Rooted in aloha and kuleana, Hale Kipa is dedicated to supporting and empowering Hawai‘i’s youth and families who are navigating trauma, injustice, and systemic barriers. Through safe and nurturing housing, culturally grounded care, and trauma-informed relationships, we guide young people to discover their passions, build resilience, and thrive as compassionate, responsible leaders in their families and communities.

Since 1970, we’ve supported over 74,000 youth across Hawai‘i — and we’re just getting started. Our programs are built to meet youth where they are, providing services across four islands to address real needs and create lasting change.

Where We Serve

We operate 14 program locations across O‘ahu, Kaua‘i, Maui, and Hawai‘i Island, offering direct support to youth and families in their own communities.

Who We Serve

We work with youth from early childhood through young adulthood:

  • 7% are ages 4–10
  • 8% are ages 11–12
  • 57% are ages 13–17
  • 27% are ages 18 and older

How We Work

Our team includes over 100 full- and part-time staff, all trained to meet the highest standards in care. Staff receive regular supervision and fulfill licensing, contractual, and accreditation requirements.

For programs connected to the Child and Adolescent Mental Health Division (CAMHD), staff also complete:

  • Educational verification
  • Employment history review
  • Reference checks
  • Criminal background checks
  • Child abuse and neglect screenings

Since 1970, Hale Kipa has been deeply committed to uplifting Hawaiʻi’s youth. Over the years, we have supported more than 74,000 young people, helping them stabilize, find their voice, and build a brighter future.

We believe no two youth or families are the same. Our programs are designed to be flexible and responsive, ensuring that every placement and service is tailored to the specific needs of those we support, especially during times of crisis.

Our work is strengthened by trusted collaborations with public agencies, nonprofits, and other organizations across Hawaiʻi. These partnerships allow us to expand our reach, offer wraparound care, and serve youth and families more effectively.

We are proud to be a recognized leader in youth services. Our advocacy, programs, and partnerships continue to influence the broader community, ensuring that youth voices are heard and their needs are met with care and respect.

Hale Kipa is proud to be continuously accredited by the Council on Accreditation (COA) since 1999. This accreditation demonstrates our commitment to the highest standards of quality in youth and family services and affirms our dedication to effective, ethical, and evidence-based practices.

Hale Kipa is also licensed by the Department of Human Services as a Child Caring Institution for emergency shelter placements and a Child Placing Organization for our resource caregiver homes.

Hale Kipa brings decades of experience in outreach family counseling, emergency shelters, residential treatment, foster care, and independent living support. This foundation allows us to serve youth and families with compassion, skill, and a deep understanding of their unique challenges.
